The more documentation that can be done at the time of move-in, the better all parties are at the end of the lease. For example, if the padded insulation in the basement is torn in many spots, that is important to document.
At the end of the lease, it saves any confusion for the tenant and the property manager. Since this condition wouldn’t be considered normal “wear and tear”, the tenant may see a security deposit deduction for this at the termination of the lease. However, copious documentation will put all parties on a level playing field.
